C4JR YSL Newsletter – Issue #15 (June 2026)

The Coalition for Just Reparations (C4JR) publishes regular newsletters to share accurate and up-to-date information on the Yazidi Survivors’ Law (YSL) and to reflect the views and experiences of the various actors involved in implementing this landmark transitional justice framework addressing atrocities committed by ISIL in Iraq.

Highlights from this issue:

  • Application statistics: 2,216 survivors received reparations in May 2026; of the 2,496 survivors approved under the YSL, only 809 currently reside in Iraq.
  • Rehabilitation services: The Directorate met with the Ministry of Health to discuss expanding mental health and psychosocial support (MHPSS), rehabilitation services, and training opportunities for survivors and their families.
  • Mass grave exhumations: Teams in Mosul recovered 15 sets of human remains from three mass grave sites, including at least three believed to belong to Yazidi women.
  • Civil documentation: A joint committee involving the Directorate and the Ministry of Interior helped issue official civil documents to more than 5,000 survivors and family members.
  • Report launch in Baghdad: On 10 June, C4JR, Jiyan Foundation, and The Victims of Iraq in Speicher-1700 NGO launched a new report in Baghdad examining the intersections between the Yazidi Survivors Law and the Camp Speicher Law to promote solidarity and strengthen survivor-centered reparations.
  • Mental health needs: A new Yazda assessment highlights significant unmet MHPSS needs among Yazidi survivors and affected communities.
  • Accountability efforts: The issue covers major developments in Australia, France, Germany, and Iraq related to prosecutions and investigations of ISIL crimes.
  • Diaspora survivor challenges: Focus group discussions with survivors in Germany, Canada, and Australia identified barriers related to consular services, application costs, and limited awareness of reparative measures under the YSL.
